All Hands (November 1966)(Citation Needed) – SYNOPSIS: Rear Admiral Elmo Russell Zumwalt, Jr. (NSN: 0-165660), United States Navy, was awarded a Gold Star in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Cruiser-Destroyer Flotilla SEVEN, from July 1965 to July 1966, for his efforts as Chief Observer for Fleet Exercise Base Line and his part in Fleet Exercise GRAY GHOST, which resulted in progressive improvement in many areas of Fleet capabilities and readiness.

The President of the United States of America takes pleasure in presenting the Bronze Star Medal with Combat “V” to Lieutenant Elmo Russell Zumwalt, Jr. (NSN: 0-165660), United States Navy, for heroic service as Evaluator in the Combat Information Center of the U.S.S. ROBINSON, in action against enemy Japanese battleships during the Battle for Leyte Gulf, 25 October 1944. During a torpedo attack on enemy battleships, Lieutenant Zumwalt furnished information indispensable to the success of the attack. His professional skill, courage and devotion to duty under fire were in keeping with the highest traditions of the United States Naval Service. (Lieutenant Zumwalt is authorized to wear the Combat “V”.)
