The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander [then Lieutenant Commander] Miles Permenter Refo, III (NSN: 0-81076), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. HOE (SS-258), during the EIGHTH War Patrol of that Submarine in enemy Japanese-controlled waters from 8 February to 8 April 1945. Aggressively closing a 2,300-ton destroyer, Commander Refo delivered a torpedo attack to sink the valuable enemy combatant unit despite severe enemy countermeasures. His skill, courage and devotion to duty were in keeping with the highest traditions of the United States Naval Service. (Commander Refo is authorized to wear the Combat “V”.)
