Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Captain Michael Glenn Mullen, United States Navy, for exceptionally superior service as Staff Assistant for United States Navy Programs, Office of the Director for Operational Test and Evaluation, from September 1989 to August 1991. Captain Mullen was the leading edge of credible and independent oversight of operational test and evaluation activities for a significant number of major defense acquisition programs including TOMAHAWK, DDG 51, and SSN 21. He was the driving force behind quantum improvements in operational testing in anti-submarine warfare, and tapped resources to provide for major upgrades to test range facilities in order to adequately support operational testing for the latest surface combatant in the United States Navy. He immersed himself in major acquisition systems. His shrewd and vigilant skills were evident in reports to Congress that withstood the light of Congressional oversight, in-depth audits, and the broad policy changes implemented under the Defense Management Reviews. The distinctive accomplishments of Captain Mullen reflect great credit upon himself, the United States Navy, and the Office of the Secretary of Defense.

The Secretary of Defense of the United States of America takes pleasure in presenting the Defense Distinguished Service Medal to Vice Admiral Michael Glenn Mullen, United States Navy, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Commander, SECOND Fleet; Commander Striking Fleet Atlantic, and Commander Joint Task Force ONE TWO ZERO from October 2000 to August 2001. Admiral Mullen’s aggressive leadership produced dramatic improvement in Atlantic Fleet combat readiness and joint and combined interoperability. He re-invigorated the planning and execution of Joint Task Force Exercised, to include more robust joint services and NATO participation. A staunch advocate of Allied interoperability, he facilitated the seamless integration of dozens of multi-national units into every one of the last three exercises and pioneered several bilateral warfighting and tactical development initiatives. Admiral Mullen also became the driving force behind further maturity of NATO’s sea-based Combined Joint Task Force concept, redefining staff training and procedural requirements to achieve interim configuration next spring. A warrior and innovative thinker, he inspired sweeping changes in waterfront and pier security throughout the East Coast, authored a Navy-wide OPTASK Force Production and spearheaded the establishment of comprehensive Inter-deployment Training Cycle and territorial Force Production Training. Additionally, Admiral Mullen developed tactics, techniques and procedures for Joint Time Sensitive Targeting that became the foundation for the Joint Concept for Operations of this critical warfare function. The distinctive accomplishments of Admiral Mullen reflect great credit upon himself, the United States Navy, and the Department of Defense.

The Secretary of Defense of the United States of America takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Defense Distinguished Service Medal to Admiral Michael Glenn Mullen, United States Navy, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Chairman of the Joint Chiefs of Staff, from October 2007 to September 2011. During an increasingly dynamic time in our Nation’s history, Admiral Mullen steadfastly advised the President, Secretary of Defense, and the National Security Staff, providing strategic direction for the Armed Forces amidst a complex global security environment. In concert with our Nation’s leadership, he oversaw multiple, sustained joint military operations to disrupt terrorist networks, provide humanitarian assistance at home and abroad, and improve the security and stability in Iraq. An early and prominent advocate for more strongly resourcing the war in Afghanistan, he worked to expand counter-insurgency capabilities while personally bolstering ties in Pakistan as that region became the United States military’s central effort. In addition to his comprehensive effort to foster relationships around the world, Admiral Mullen initiated a nationwide dialogue to advance support for our warriors, veterans and families, and was a leading voice during the review and repeal of the U.S. Government’s “Don’t Ask Don’t Tell” policy. The distinctive accomplishments of Admiral Mullen culminate a long and distinguished career in the service of his country and reflect great credit upon himself, the United States Navy, and the Department of Defense.

Vice Admiral Mullen’s keen insight, team spirit, and exceptional advocacy set the course for the Department of the Navy’s investment strategy for the next two decades. Vice Admiral Mullen’s experience, wisdom, and intuitive understanding of the Department’s requirements made the Navy and Marine Corps Fiscal Year 2004 Planning, Programming, and Budget Review an unqualified success. His innovative thoughts on reorganization, streamlining and reinvention were key to conducting a zero-based requirements assessment, eliminating outdated legacy systems, properly funding readiness accounts, providing for much needed fleet capitalization, and integrating Navy and Marine Corps tactical aviation. During a period of major conflict, high operational tempo, and tremendous change, Admiral Mullen’s impressive leadership and vision contributed immensely to improvements in joint readiness, resource management, and military support for national security. As Navy’s Joint Requirements Oversight Council principal, he was a primary architect of joint force transformation, establishing clear priorities for vital programs such as space surveillance, communications, and missile defense. He led implementation of the Fleet Response Plan and execution of Exercise SUMMER PULSE ’04, demonstrating global naval force readiness while simultaneously supporting Operation IRAQI FREEDOM II. Further, he instituted critical improvements to Navy corporate processes by leading the Sea Enterprise effort, saving over $16 billion while increasing naval security, efficiency, and productivity. Admiral Mullen’s keen intellect and exceptional skill in defense resource management significantly strengthened U.S. military readiness and enhanced the quality of life of Sailors and their families. By his superior leadership, outstanding professionalism and deep devotion to duty, Admiral Mullen reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
