Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Captain Michael Glenn Mullen, United States Navy, for exceptionally superior service as Staff Assistant for United States Navy Programs, Office of the Director for Operational Test and Evaluation, from September 1989 to August 1991. Captain Mullen was the leading edge of credible and independent oversight of operational test and evaluation activities for a significant number of major defense acquisition programs including TOMAHAWK, DDG 51, and SSN 21. He was the driving force behind quantum improvements in operational testing in anti-submarine warfare, and tapped resources to provide for major upgrades to test range facilities in order to adequately support operational testing for the latest surface combatant in the United States Navy. He immersed himself in major acquisition systems. His shrewd and vigilant skills were evident in reports to Congress that withstood the light of Congressional oversight, in-depth audits, and the broad policy changes implemented under the Defense Management Reviews. The distinctive accomplishments of Captain Mullen reflect great credit upon himself, the United States Navy, and the Office of the Secretary of Defense.
