The President of the United States of America takes pleasure in presenting the Silver Star to Commander [then Lieutenant Commander] Talbot Edward Harper (NSN: 0-78783), United States Navy, for conspicuous gallantry and intrepidity Commanding Officer of the U.S.S. KINGFISH (SS-234), during the TENTH War Patrol of that Submarine in the vicinity of enemy Japanese-held Nanpo Shoto from 23 December 1944 to 1 February 1945. Serving with distinction in an assignment of vital importance, Commander Harper boldly conducted an extensive lifeguard patrol of this area and, despite hazardous weather conditions and severe hostile countermeasures, pursued and attacked a well-escorted convoy to sink a hostile tanker and a freighter totaling approximately 15,000 tons before returning his craft safe to base. By his superb leadership, skilled evasive tactics and zealous devotion to duty throughout, Commander Harper upheld the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Commander [then Lieutenant Commander] Talbot Edward Harper (NSN: 0-78783), United States Navy, for conspicuous gallantry and intrepidity as Torpedo Data Computer Operator of the U.S.S. GRAYBACK (SS-208), during the FIRST War Patrol of that Submarine in enemy Japanese-controlled waters from 15 February to 10 April 1942. Capably performing his assigned duties during this period, Commander Harper rendered valuable assistance to his Commanding Officer in carrying out determined attacks to sink enemy ships totaling 12,000 tons and in evading all enemy anti-submarine countermeasures. His courage and gallant devotion to duty were contributing factors in the success of this patrol and were in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Silver Star to Commander [then Lieutenant Commander] Talbot Edward Harper (NSN: 0-78783), United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. KINGFISH (SS-234), during the NINTH War Patrol of that Submarine in enemy Japanese-controlled waters from 12 October to 28 November 1944. Skilled and tireless in the performance of duty, Commander Harper courageously penetrated strong enemy air and surface escort screens to launch smashing torpedo attacks and sink three enemy vessels totaling 10,000 tons. Expertly evading damage from enemy countermeasures, including depth charges and torpedo fire from a probable enemy torpedo boat, he brought his ship safe to port. His leadership, courage and devotion to the completion of each perilous mission reflect the highest credit upon Commander Harper, his command and the United States Naval Service.
