The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Commander [then Lieutenant Commander] Richard Marvin Farrell, United States Navy, for conspicuous gallantry and intrepidity as Assistant Approach Officer serving on board the U.S.S. HAKE (SS-256), during the THIRD War Patrol of that Submarine in enemy Japanese-controlled waters, from 27 December 1943 to 20 February 1944. Cool and courageous despite persistent enemy countermeasures, Commander Farrell rendered invaluable service to his Commanding Officer in carrying out vigorous strikes against the enemy and, by his outstanding skill and initiative, contributed materially to the sinking of three hostile ships totaling over 16,000 tons and to the damaging of three additional vessels. His professional ability, inspiring leadership and unwavering devotion to duty under the most trying combat conditions reflect the highest credit upon Commander Farrell and the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Richard Marvin Farrell, United States Navy, for conspicuous gallantry and intrepidity in action as Diving Officer of the U.S.S. GUDGEON (SS-211), during the FIRST and SECOND War Patrols of that Submarine in enemy Japanese controlled waters from 11 December 1941 to 15 April 1942. Maintaining excellent trim control of his submarine during several depth-charge attacks, Lieutenant Farrell, through his calm, fearless, and efficient performance of duty, assisted materially in bringing the GUDGEON safely through the engagement. On each of two other occasions, while he was Officer of the Deck at night with his submarine surfaced, he sighted a Japanese ship and conned the GUDGEON into an advantageous position from which she was able to sink the enemy vessels, both totaling 21,400 tons. His exceptional skill and heroic devotion to duty were in keeping with the highest traditions of the United States Naval Service.
