The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Silver Star to Commander Richard Marvin Farrell, United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of the U.S.S. GATO (SS-212), during the ELEVENTH War Patrol of that Submarine in action against enemy Japanese forces in the Yellow Sea Area from 28 January to 13 March 1945. Skillfully and daringly penetrating strong escort screens, Commander Farrell launched well planned and smartly executed torpedo attacks which resulted in the sinking of a hostile destroyer and a freighter. Although attacked both by enemy aircraft and patrol vessels after these encounters, he made his escape and brought his submarine safe to port. His courage and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
