The Secretary of Defense of the United States of America takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Defense Distinguished Service Medal to Admiral James Oren Ellis, Jr., United States Navy, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States, as Commander in Chief, Allied Forces Southern Europe and Commander in Chief, U.S. Naval Forces Europe, from October 1998 to October 2001. During this period, Admiral Ellis was directly responsible for the successes enjoyed by national and NATO Forces throughout the Southern Region. His strategic vision and exacting leadership refined and enhanced the NATO Alliance during a period of dynamic change and unprecedented activity. He brilliantly commanded multinational forces during NATO’s first war in Kosovo where his innovative leadership and flawless execution of contingency operations led to resound victory during the air campaign. He averted humanitarian crisis in the Balkans and engaged in the largest peace operation in history ending the suffering of hundreds of thousands of displaced persons. He oversaw the formation and implementation of the Kosovo Force, restoring stability to the troubled region and successfully avoided general civil war in the Former Yugoslav republic of Macedonia. Additionally, Admiral Ellis dramatically transformed and improved the effectiveness of the NATO force structure, modernized the capabilities of the NATO Southern Region Headquarters, and ensured its ability to meet the challenges of the future. The distinctive accomplishments of Admiral Ellis reflect great credit upon himself, the United States Navy, and the Department of Defense.
