The Secretary of the Army of the United States of America takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Army Commendation Medal to Sergeant Robert Edwin Cline, United States Army, for exceptionally meritorious achievement as a Military Police Investigator with the Law Enforcement Command, Fort Benning, Georgia, during the period 1 August 1980 to 30 April 1981. His outstanding professional ability has been instrumental in the successful mission accomplishment of the command. Displaying initiative, resourcefulness, and technical proficiency, he has made marked contributions to the overall Military Police effort at Fort Benning. He has distinguished himself by noteworthy duty performance and the highest standards of professional conduct; his achievements are in keeping with the finest traditions of military service and brings distinct credit to himself, this command, and the United States Army.

The Secretary of the Army of the United States of America takes pleasure in presenting a Third Bronze Oak Leaf Cluster in lieu of a Fourth Award of the Army Commendation Medal to Specialist Sixth Class Robert Edwin Cline, United States Army, for distinguished service while at the scene of an automobile accident, on 21 March 1983, Fort Benning, Georgia, involving an automobile overturned in a small water-laden ravine. Specialist Cline quickly revived an unconscious passenger and moved him to a safe area. Then observing that the driver was lying unconscious, face down in approximately one foot of water, Specialist Cline immediately removed him from the water, cleared his airway and assisted him in resuming normal breathing. Specialist Cline’s immediate actions and extensive knowledge of first-aid undoubtedly contributed directly to saving the driver’s life. Specialist Cline’s actions reflect great credit upon himself, the United States Army Criminal Investigation Command and the Military Service.

The Secretary of the Army of the United States of America takes pleasure in presenting the Army Commendation Medal to Sergeant Robert Edwin Cline, United States Army, for meritorious service while assigned as the Non-commissioned Officer in Charge of the Military Police Juvenile Section, from 10 April 1976 to 1 April 1979. He developed a juvenile program responsive to the needs of the community. He established liaison with the numerous juvenile agencies and youth groups in the surrounding communities. He has made his talents available to councils, schools and parents which resulted in many laudatory comments from community leaders. His investigative excellence coupled with his personal acumen have made him an invaluable asset to this command. His performance of duty is commensurate with the highest traditions of the military service and reflects great credit upon himself and the United States Army.
