The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Lieutenant Colonel (Ordnance Corps) Robert Warren Samuel, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States at Aberdeen Proving Ground, from July 1961 to August 1963. [This award supersedes award of the Army Commendation Medal for meritorious service from July 1961 to August 1963 as announced in General Orders Number 45, Headquarters, United States Army Materiel Command, dated 7 August 1963.]

Headquarters, 63d Infantry Division, General Orders No. 277 (June 21, 1945)The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Field Artillery) Robert Warren Samuel (ASN: 0-26723), United States Army, for gallantry in action while serving with Battery C, 862d Field Artillery Battalion, 63d Infantry Division, in action against the enemy on 18 April 1945, in the vicinity of Horlebach, Germany. When the infantry company to which he was attached as a forward observer was pinned down by enemy fire, Lieutenant Samuel, the only officer present, assumed command of an infantry platoon and led them to flank the resistance. When the platoon was in position, he advanced under fire to a hazardous observation post, from which he was able to direct artillery fire that silenced the enemy. Lieutenant Samuel’s heroic contribution to the success of the attack reflects credit upon himself and upon the Armed Forces of the United States.
