The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Lieutenant Colonel (Ordnance Corps) Robert Warren Samuel, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States at Aberdeen Proving Ground, from July 1961 to August 1963. [This award supersedes award of the Army Commendation Medal for meritorious service from July 1961 to August 1963 as announced in General Orders Number 45, Headquarters, United States Army Materiel Command, dated 7 August 1963.]
