The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Infantry) James R. Woodall (ASN: 0-88531), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1972 to August 1982, culminating as Professor of Military Science, Texas A&M University, College Station, Texas, United States Army Third Reserve Officer’s Training Corps Region, United States Army Training and Doctrine Command. Colonel Woodall revitalized the ROTC Programs at Texas A&M and Tarleton State Universities. He increased cadet enrollment by 10 percent and simultaneously increased cadet academic standards and performance while consistently displaying the courage to allow cadets to learn by experience. Colonel Woodall’s outstanding service reflects great credit upon himself, the Reserve Officer’s Training Corps, and the United States Army.
