The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Edgar Starr Harris, Jr., United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Vice Commander and subsequently as Commander, 28th Bombardment Group, Ellsworth Air Force Base, South Dakota, from 1966 to 1968. Through his professionalism, ingenious leadership and highly exceptional management abilities, Colonel Harris made an outstanding contribution to the effectiveness and success of the Strategic Air Command. The singularly distinctive accomplishments of Colonel and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.
