The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General [then Brigadier General] Laurence Sherman Kuter (ASN: 0-16777/89A), United States Army Air Forces, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility as Assistant Secretary, War Department General Staff and a member of the War Department Reorganizational Committee from November 1941 to January 1942. General Kuter was one member of a committee of three in the reorganization of the War Department The singularly distinctive accomplishments of General Kuter and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Army Distinguished Service Medal to Major General Laurence Sherman Kuter (ASN: 0-16777/89A), United States Army Air Forces, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States Assistant Chief of Air Staff for Plans and Combat Operations, Headquarters, Army Air Forces, Washington, D.C.; Chief of Staff and Deputy Chief of Staff, Plans, in connection with the TWENTIETH Air Force and, as it moved into the Pacific Ocean Area, the EIGHTH Air Force from June 1943 to May 1945. The singularly distinctive accomplishments of Major General Kuter and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army Air Forces.
