The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Kent Jean Carroll, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from June 1973 to May 1974 while serving as Chief of Staff for Commander Amphibious Force, U.S. Atlantic Fleet. Captain Carroll, displaying outstanding leadership, and professional competence, expertly guided the efforts of the staff and provided valuable advice and assistance to the Commander. He initiated and pursued a series of beneficial meetings between the staffs of the Force Commander and the Commanding General, Fleet Marine Force, Atlantic for exchange of mutual interest items. He also ably coordinated the Force’s efforts in meeting demanding requirements for Project NIMBUS STAR/NIMBUS MOON. His concern for the individual was evidenced by his continuing endeavors to improve habitability in Force ships and in furthering all facets of the Navy’s Human Goal Programs. His sound management practices and judicious innovations greatly enhanced the reputation of the Command in providing outstanding response to the direction of superiors and requests from subordinates. Captain Carroll’s distinctive accomplishments, sound judgment, and impressive devotion to duty upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Rear Admiral Kent Jean Carroll, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander U.S. Naval Forces, Marianas; as Commander U.S. Naval Base, Guam; and as Commander in Chief, Pacific Representative, Guam/Trust Territory of the Pacific Islands from July 1975 to July 1977. During his tenure, Rear Admiral Carroll consistently demonstrated dynamic leadership, enlightened managerial expertise, and superb planning ability in directing and coordinating the numerous challenges and requirements of his multi-commands. The successful completion of Operation NEWLIFE, the massive re-settlement of nearly 112,000 refugees evacuated from the Republic of Vietnam, and the disaster relief operations following Super Typhoon PAMELA were immense humanitarian feats which reflected highly on his astute guidance and management qualities. While overcoming several major sensitive issues with outstanding success, Rear Admiral Carroll provided a consistently improving, cooperative, and cordial relationship among the U.S. military and civil officials and the populace of Guam. By his distinctive accomplishments, consummate skill, and selfless devotion to duty, Rear Admiral Carroll reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Kent Jean Carroll, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1972 to June 1973 while serving as Commander Amphibious Squadron TEN. Captain Carroll, an extremely competent and resourceful leader, maintained the Squadron at maximum readiness and was responsible for its outstanding performance during operational commitments. His deployment as Commander Caribbean Amphibious Ready Group was marked with myriad challenges and successes which included the conduct of salvage operations within his operating area. His performance during Exercises VERITAS VI and RUM PUNCH was instrumental in the development of the Brazilian Amphibious Transportation Force and the Panamanian Guardia National and in the promotion of a significant degree of understanding between these nations and the United States. In these, as well as in several other national exercises, he consistently exhibited extensive knowledge in amphibious matters and the finest degree of tact in his contacts with foreign officials. Captain Carroll’s distinctive accomplishments and impressive devotion to duty upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Navy Distinguished Service Medal to Vice Admiral Kent Jean Carroll, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander, Military Sealift Command from July 1981 through May 1983. During this period, Vice Admiral Carroll demonstrated inspirational leadership and unequalled professional knowledge and ability regarding strategic sealift planning, programming, and operations. His perseverance and persuasiveness within the executive branch of government, before Congressional Committees, and in interactions with the maritime industry resulted in resurgent recognition of the importance of military sealift and development and support of sealift enhancement programs unprecedented since those of World War II. Key among these programs are the Near Term Prepositioning Force, the Fast Sealift Support Program, and the Maritime Prepositioning Ships Program. Vice Admiral Carroll made a singular contribution to the achievement of major improvement in the United States’ capability to deploy and sustain combat power throughout the world in support of national security objectives, thereby rendering exceptionally distinguished service. By his steadfast commitment to excellence, unfailing tenacity, and unstinting devotion to duty, Vice Admiral Carroll reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

Navy Distinguished Service Medal
The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Kent Jean Carroll, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander, Task Force SIXTY-FIVE, in the Arab Republic of Egypt from June to December 1974. Rear Admiral Carroll was responsible for the planning and execution of all operations related to the Suez clearance project. These operations involved the location and removal of unexploded munitions from the canal and proximate bank areas and ship salvage operations in the canal proper. He effectively coordinated the national multi-service efforts of Egyptian, United States, British, and French armed forces participating while energetically prosecuting each specific task as expeditiously as the complex circumstance would permit. By his dynamic leadership, professional acumen, diplomatic skills, and steadfast devotion to duty, Rear Admiral Carroll rendered valuable and distinguished service and contributed immeasurably to the complete success of the United States commitment to assist the Government of Egypt in its efforts to reopen the Suez Canal to international shipping, thereby upholding the highest traditions of the United States Naval Service.
