The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Kent Jean Carroll, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from June 1973 to May 1974 while serving as Chief of Staff for Commander Amphibious Force, U.S. Atlantic Fleet. Captain Carroll, displaying outstanding leadership, and professional competence, expertly guided the efforts of the staff and provided valuable advice and assistance to the Commander. He initiated and pursued a series of beneficial meetings between the staffs of the Force Commander and the Commanding General, Fleet Marine Force, Atlantic for exchange of mutual interest items. He also ably coordinated the Force’s efforts in meeting demanding requirements for Project NIMBUS STAR/NIMBUS MOON. His concern for the individual was evidenced by his continuing endeavors to improve habitability in Force ships and in furthering all facets of the Navy’s Human Goal Programs. His sound management practices and judicious innovations greatly enhanced the reputation of the Command in providing outstanding response to the direction of superiors and requests from subordinates. Captain Carroll’s distinctive accomplishments, sound judgment, and impressive devotion to duty upheld the highest traditions of the United States Naval Service.
