The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Colonel William L. Bowling, United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Staff, G-1 and Chief of Staff, FIRST Marine Aircraft Wing, III Marine Expeditionary Force, U.S. Marine Corps Forces, Pacific from 4 July 1995 to 23 June 1998. throughout this period, Colonel Bowling consistently performed his duties in an exemplary and highly professional manner. As Assistant Chief of Staff, G-2, he exhibited exceptional professional competence in planning, guiding, and coordinating all the Manpower/Personnel issues during a time period of austere manning levels. He implemented numerous Information Management Procedures that help locate, track, and ultimately fill, key billets and alleviate manning shortages. His diligent efforts dramatically improved the cohesiveness, combat capability, and readiness of the FIRST Marine Aircraft and increased operational tempo. As Chief of Staff, his energetic drive and immense capacity to coordinate and direct myriad staff actions were the catalyst for molding the General and Special Staff into a highly competent and effective team. By his outstanding leadership, commendable innovation, and inspiring dedication to duty, Colonel Bowling reflected great credit upon himself and the Marine Corps and upheld the highest traditions of the United States Naval Service.
