The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Brigadier General Jacques Paul Klein, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the United States Air Force Reserve Individual Mobilization Augmentee to the Director of International Programs, Deputy Chief of Staff, Programs and Resources, Headquarters United States Air Force, the Pentagon, Washington, District of Columbia, from 4 March 1987 to 31 August 1989. During this period, General Klein’s exemplary ability, diligence, and devotion to duty were instrumental factors in the resolution of many complex international security assistance issues and problems of major importance to the Air Force. The superior initiative, outstanding leadership, and personal endeavor displayed by General Klein reflect great credit upon himself and the United States Air Force.
