The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Brigadier General Jacques Paul Klein, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as the United States Air Force Reserve Individual Mobilization Augmentee to the Director of International Programs, Deputy Chief of Staff, Programs and Resources, Headquarters United States Air Force, the Pentagon, Washington, District of Columbia, from 4 March 1987 to 31 August 1989. During this period, General Klein’s exemplary ability, diligence, and devotion to duty were instrumental factors in the resolution of many complex international security assistance issues and problems of major importance to the Air Force. The superior initiative, outstanding leadership, and personal endeavor displayed by General Klein reflect great credit upon himself and the United States Air Force.

Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense of the United States of America takes pleasure in awarding the Defense Superior Service Medal to Major General Jacques Paul Klein, United States Air Force, for exceptionally superior service as Chair, Senior Officer Advisory Panel, Joint Military Intelligence College; Adjunct Faculty Member, Defense Intelligence College, and Adjunct Faculty Member, Joint Military Attach School, Defense Intelligence Agency, from September 1992 to June 1997. As Chair of the Senior Officer Advisory Panel, he orchestrated and focused the multi-service perspectives of the Reserve General and Flag Officer members of the Panel to meet the needs of the President of the Joint Military Intelligence College for guidance in directing Reserve affairs. He was a driving force behind the creation of the College’s Department of State satellite campus and the Postgraduate Intelligence Program for Reserves, contributing significantly to the College meeting and exceeding Department of Defense Total Force goals and strengthening the relationships between the Departments of Defense and State. His consistently outstanding support of the Joint Military Attach School enhanced the high quality preparation of active duty and Reserve officers assigned to attach duty. Through his distinctive accomplishments, General Klein reflects great credit upon himself, the United States Air Force Reserve, and the Department of Defense.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Jacques Paul Klein, United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Mobilization Assistant to the Deputy Assistant Chief of Staff, Intelligence, Headquarters United States Air Force, the Pentagon, Washington, District of Columbia, from 1 May 1983 to 3 March 1987. During this period, Colonel Klein made major pioneering contributions for reserve personnel management and provided superb support, leadership, and management oversight for the 1,400 members of the Intelligence Reserve Forces. His determined efforts revitalized the Defense Reserve Attach function and provided the impetus for the creation of a $6.9 million language program. His creativity, dedication, and energy were instrumental in the initiation of significant intelligence programs in support of the Department of Defense. The singularly distinctive accomplishments of Colonel Klein reflect great credit upon himself and the United States Air Force.

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Jacques Paul Klein, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Klein distinguished himself as Mobilization Assistant to the Commander, Air University, Air Education and Training Command, Maxwell Air Force Base, Alabama, from 2 June 1997 to 5 August 1998. During this period, General Klein, visionary and leader, was the driving force behind initiatives creating significant operational efficiencies at Air University schools, ultimately elevating both the productivity of the schools and the quality of professional military education. He brought about unparalleled improvements at Air University schools in curricula and coursework, joint programs, faculty, computer technology, and communications systems. General Klein significantly augmented reserve support at Air University– active duty use of Reservists increased by a factor of four to over 10,000 man days, annually. He championed the cause for greater reserve attendance at Air University schools and was instrumental in the creation of the Squadron Officers School total force class. He maintained a remarkable presence at Air University, notwithstanding the constraints placed on his time by his Presidential appointment as United States Ambassador. The singularly distinctive accomplishments of General Klein culminate a long and distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
