The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Joseph W. Allen, Jr. (NSN: 157918/1310), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from July 1964 to February 1968 as a faculty advisor and instructor at the Armed Forces Staff College, Norfolk, Virginia. Exercising outstanding professional ability, enthusiasm, and resourcefulness, Commander Allen was eminently successful in instructing students from all United States military services, and allied students from the United Kingdom, Canada, France, Australia, and New Zealand, in the art and science of joint operational planning, constantly demonstrating a complete and comprehensive knowledge of all phases of joint military operations. In guiding hundreds of students through the instructional process from basic concepts and tools to extremely complex applicatory problems, he displayed the utmost in patience, tact, vigor, and personal example, thereby greatly benefiting the many students assigned him. On his own initiative, and in a spirit of complete dedication, Commander Allen spent many extra hours in research activities, in addition to his regular hours of teaching in a seminar. Further, as the responsible officer for the intelligence portion of the curriculum, he designed imaginative and realistic units of instruction to the benefit of all students in five classes, as well as all faculty members. Commander Allen’s distinguished performance of duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
