The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Logan Carlisle Ramsey (NSN: 0-34971), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Operations Officer and second in command at the Naval Air Station, Midway Island, during the Battle of Midway, 3 – 7 June 1942. His brilliant and effective handling of all Army, Navy, and Marine aircraft and his persistently aggressive tactics contributed materially to the success of the U.S. Forces against the invading Japanese Fleet. His courage, skill, and determination were in keeping with the highest traditions of the United States Naval Service. (Captain Ramsey is authorized to wear the Combat “V”.)

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit with Combat “V” to Captain Logan Carlisle Ramsey (NSN: 0-34971), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff and Operations Officer on the Staff of Commander Patrol Wing TWO prior to 7 December 1941 until 29 July 1942. He was responsible for the operational training and readiness of patrol planes of Patrol Wings ONE and TWO, and of the planes of the Army Bomber Command engaged in the Naval Base Air Defense of Oahu, Territory of Hawaii. On the occasion of the Japanese attack on Pearl Harbor on 7 December 1941, he immediately perceived the situation, sent out the first message informing our forces of the attack, and initiated the functioning of the Naval Base Air Defense Force. Subsequent to the commencement of hostilities, he capably employed the forces of his command in the efficient discharge of their mission. His professional skill, initiative and untiring devotion to duty were at all times in keeping with the highest traditions of the United States Naval Service.
