The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Edward M. Straw, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Vice Commander, Naval Supply Systems Command, Washington, D.C. from July 1991 to June 1992. Rear Admiral Straw made extraordinary contributions to the increased efficiency and responsiveness of the Navy supply system to its entire customer base. His defense budget expertise and unique insight into Fleet logistics support paved the way for a range of initiatives which enhanced operating force readiness while producing substantive cost savings through increased operating efficiencies. As a team leader in the Vice Chief of Naval Operations-commissioned study of Navy-wide logistics programs, accounting for over $10 billion in savings between Fiscal Years 1991 and 1997. Rear Admiral Straw’s managerial excellence, distinguished achievements, and steadfast devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
