The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Rear Admiral Edward M. Straw, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Vice Commander, Naval Supply Systems Command, Washington, D.C. from July 1991 to June 1992. Rear Admiral Straw made extraordinary contributions to the increased efficiency and responsiveness of the Navy supply system to its entire customer base. His defense budget expertise and unique insight into Fleet logistics support paved the way for a range of initiatives which enhanced operating force readiness while producing substantive cost savings through increased operating efficiencies. As a team leader in the Vice Chief of Naval Operations-commissioned study of Navy-wide logistics programs, accounting for over $10 billion in savings between Fiscal Years 1991 and 1997. Rear Admiral Straw’s managerial excellence, distinguished achievements, and steadfast devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Edward M. Straw, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as the Director, Supply Programs and Policy, Washington, D.C. from August 1988 to July 1991. During this period, the Naval logistics system was under extreme pressure as a result of continuing fiscal constraints, the downsizing initiatives resulting from the Defense Management Review, and operations demands associated with Operations DESERT SHIELD and DESERT STORM, the largest deployment of Naval forces since World War II. Rear Admiral Straw’s brilliant and incisive leadership played a central role in the Department of the Navy’s ability to deal with these competing pressures. He personally initiated comprehensive and far-reaching programs to substantially improve Navy readiness in the critical areas of inventory, ammunition, depot maintenance, and reserve personnel management. Rear Admiral Straw spearheaded the Navy’s actions in support of numerous logistics-oriented Defense Management Review initiatives accounting for over $28 billion in Department of Defense-wide savings. The results of these contributions manifested themselves during Operation DESERT STORM when the fleet experienced record high readiness posture. These readiness figures can be directly traced to the performance of Rear Admiral Straw. By his distinctive achievements, unparalleled professionalism, and steadfast dedication to duty, Rear Admiral Straw reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.

The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Edward M. Straw, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Deputy Commander, Financial Management and Comptroller of the Naval Supply Systems Command from August 1984 through July 1988. During his tour, Captain Straw consistently developed and implemented financial aid logistics management initiatives which resulted in major improvements to the Navy spares availability, fleet operations and readiness, inventory and financial accountability, and Naval Supply Systems Command mission capability. Specifically, he was directly responsible for the highly acclaimed readiness and cost savings associated with the design and implementation of the stock funding of Aviation Depot Level Repairables program. Captain Straw was also responsible for programming, budgeting, and execution innovations which resulted in a combination of resource levels and productivity savings that allowed Naval Supply Systems Command to keep pace with “600-ship Navy” support requirements. Further, his dedicated performance and professional skill were singularly responsible for restoring Navy credibility following distorted media coverage associated with the U.S.S. KITTY HAWK (CV-63) and Iranian theft ring controversies. Captain Straw’s unparalleled professional capability, leadership techniques, and tireless dedication to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
