The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Randall C. Phillips (ASN; 32663374), United States Army, for gallantry in action while serving with Headquarters Company, 1st Battalion, 317th Infantry Regiment, 80th Infantry Division, in connection with military operations against an enemy of the United States on 10 October 1944 in France. While operating a forward observation post Private First Class Phillips and a companion were wounded. Although temporarily blinded he disregarded the enemy artillery barrage to grope his way to an infantry company to secure aid for his comrade. He then led litter bearers to his comrade and aided in his evacuation before submitting to treatment. Private First Class Phillips’ devotion to duty was in keeping with the highest traditions of military service and reflects great credit upon himself, his unit, and the United States Army.
