The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to First Lieutenant Henry Charles Barrows (AFSN: FV-3224164), United States Air Force, for extraordinary achievement while participating in aerial flight as an AC-130 Gunship Electronic Warfare Officer in Laos on 22 February 1971. On that date, while on a night armed reconnaissance mission over heavily defended hostile supply routes, he directly assisted in the damage or destruction of 35 hostile supply vehicles, the creation of 21 secondary fires and the ignition of 15 secondary explosions. His exceptional knowledge and outstanding ability in the use of his highly sophisticated equipment contributed directly toward the success of this devastating attack, which denied the hostile forces badly needed supplies and equipment. The professional competence, aerial skill and devotion to duty displayed by Lieutenant Barrows reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
