The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Allen Edward Smith (NSN: 0-9035), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Blockade and Escort Force in operations against the enemy in the Korean Area from 12 September 1950 to 1 January 1950. Rear Admiral Smith directed the deployment and operation of his forces with such foresight and professional skill as to effectively prevent enemy coastal movement by land and sea, thus protecting the flanks of friendly ground units engaged in Korea. When heavy enemy minefields in the harbors of Chinnampo and Wonsan threatened to prevent friendly use of these ports as well as amphibious operations against the enemy, Rear Admiral Smith personally supervised hazardous mine-sweeping operations in the danger areas. His effective guidance and leadership were of great value in overcoming this dangerous situation and contributed materially to the successful execution of amphibious operations and ensuing action against the enemy. Rear Admiral Smith’s masterful utilization of his Task Force, in which were presented ships of nine different nations, was of the highest order.
