The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Air Force Distinguished Service Medal to Major General Charles C. Pattillo (ASN: 0-826755), United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Pattillo distinguished himself as Commander, Lowry Technical Training Center, Lowry Air Force Base, Colorado, from 6 September 1973 to 8 August 1975. During this period, General Pattillo’s outstanding achievements, dynamic leadership and initiative resulted in the development of a technical training system extremely responsive to the global requirements of Air Force using commands.
