The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander Paul Cecil Stimson (NSN: 0-77174), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. SEA ROBIN (SS-407) during a War Patrol of that Submarine during World War II. With consummate skill and great determination, the Commanding Officer delivered torpedo and gun attacks which resulted in the sinking of over 5,000 tons of enemy shipping. In a difficult night recovery the Commanding Officer daringly rescued a downed aviator. He skillfully evaded all enemy countermeasures and brought his ship back to port safely. His conduct throughout was an inspiration to the officers and men, and was in keeping with the highest traditions of the United States Naval Service.
