The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel Wilbur Lyman Creech (AFSN: 19867A), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Country Director in the Western Hemisphere Region of the Office of the Assistant Secretary of Defense for International Security Affairs, from 29 July 1966 to 5 August 1968. During this period, Colonel Creech displayed extraordinary skill, initiative, and judgment in the resolution of complex politico-military problems arising out of our relationships with Peru, Ecuador and Bolivia. In addition, Colonel Creech was co-author of a comprehensive statement of United States Military Security Policy for Latin American which after several months of interagency scrutiny and review was accepted by the Senior Interdepartmental Group. The singularly distinctive accomplishments of Colonel Creech reflect great credit upon himself and the United States Air Force.
