The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Ralph Emerson Adams (AFSN: FR-54630/AO-3069437), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while assigned to the Paris Peace Talks Team and to the Far East/South Asia Division, Plans and Policy Directorate, Organization of the Joint Chiefs of Staff from 12 August 1972 to 1 February 1976. During this period, Colonel Adams provided invaluable assistance to the negotiating team leading to recovery of the Prisoners of War from North Vietnam. Colonel Adams subsequently analyzed, developed, and coordinated many important action papers that were instrumental in leading to sound politico-military decisions on many issues essential to the maintenance of viable security relationships between the United States and its Northeast Asian allies. The superior initiative, outstanding leadership, and personal endeavor displayed by Colonel Adams reflect great credit upon himself, the Organization of the Joint Chiefs of Staff, and the United States Air Force.
