The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Lieutenant Colonel (Infantry), Leland George Cagwin (ASN: 0-23200), United States Army, for gallantry in action while serving as Commanding Officer of the 2d Battalion, 35th Infantry Regiment, 25th Infantry Division, in action against the enemy at Lupao, Philippine Islands, in February 1945. Lieutenant Colonel Cagwin personally led a reconnaissance group through the enemy lines to obtain information necessary to assure the success of the attack made the following day. Several strong points had to be destroyed on this mission. The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel Cagwin, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
