The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit with Combat “V” to Rear Admiral [then Captain] Albert Gallatin Noble (NSN: 0-10842), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. PHOENIX, during operations against enemy Japanese forces in the Southwest Pacific Area from 6 March 1943 to 11 March 1944. Participating in the forward movement of the Allies which started in Southern New Guinea in the Fall of 1943, Rear Admiral Noble handles his ship with outstanding ability during long and arduous periods of operations. During offensive bombardments at Cape Gloucester, New Britain Island; Madang, New Guinea; and Los Negros and Hauwei Islands, Admiralty Group, he directed his gun batteries in inflicting telling damage on enemy installations. By his inspiring leadership, he contributed substantially to the progress of our forces in the Pacific, and his courage and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
