The President of the United States of America takes pleasure in presenting the Navy Cross to Commander [then Lieutenant Commander] Russell Kefauver, United States Navy, for extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. TAMBOR (SS-198), during the NINTH War Patrol of that submarine in enemy Japanese-controlled waters of the East China Sea, during the period from 5 January to 5 March 1944. Skillfully maneuvering his ship during a night surface attack upon the remnants of an enemy convoy, Commander Kefauver succeeded in frustrating a ramming attempt by one of the escorts with the timely use of the after 20-mm. gun. Relentless and determined, he pressed home his attacks during this patrol to sink four enemy ships totaling more than 30,000 tons and, on one occasion, when his ship was severely damaged by accurate and thorough enemy counter attacks during an assault on a hostile convoy, quickly effected emergency repairs to escape and conduct further attacks against the Japanese forces. His inspiring leadership, courage and devotion to the fulfillment of his hazardous mission reflect the highest credit upon Commander Kefauver and the United States Naval Service.
