    The President of the United States of America takes pleasure in presenting the Navy Cross to Signalman Henry O. Warren, United States Navy, for fearless devotion to duty as signalman in maintaining uninterrupted communications between the American Consulate Nanking, China and the Naval vessels in the harbor, although constantly exposed to rifle and machine gun fire from Chinese soldiers, from 21 to 25 March 1927. His actions were in keeping with the highest traditions of the United States Naval Service.
