The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Coast Artillery Corps) Francis W. Ralston, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. Colonel Ralston’s marked military attainments rendered his services most valuable while serving as Adjutant of the 42d Division. As Commandant of General Headquarters, American Expeditionary Forces, he performed exacting duties with distinction. By his unflagging energy, zeal, and sound judgment he solved difficult problems of administration, achieving most satisfactory results.
