The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Air Service) Flynn Lambert Anthony Andrew, United States Army Air Service, for extraordinary heroism in action while serving with 104th Aero Squadron, U.S. Army Air Service, A.E.F., near Landres-et-St. Georges, France, 30 October 1918. Unable to complete a photographic mission, owing to motor trouble, Lieutenant Andrew, with his pilot, made a reconnaissance behind the German lines. They dispersed a battalion of enemy troops, and although twice attacked by enemy patrols, drove them off and in each case brought down one enemy plane. They remained in the air until their motor failed completely.
