The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Infantry) James Carl Kotrc (ASN: OF-101540), United States Army, for heroism not involving actual conflict with an enemy of the United States in the Republic of Vietnam. Captain Kotrc distinguished himself by valorous actions on 3 August 1967 while serving as a Special Forces Detachment Commander at Ba To. Observing a raging fire in an ammunition storage area, Captain Kotrc sounded the alarm and ran to the open pit. Flames had already engulfed half of the thirty-foot trench containing approximately sixty live artillery shells. Without waiting for the camp’s fire fighting equipment, he immediately began throwing and kicking dirt on the conflagration. Although numerous bystanders ran for cover from the potential disaster, Captain Kotrc’s personal example of selfless courage attracted a small group of Vietnamese soldiers to aid him in fighting the blazing fire. Even though he knew the live artillery shells could explode at any second, he fearlessly continued his mission until the danger was averted. Captain Kotrc’s heroic actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
