The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Hal P. Henning (AFSN: 0-76933), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Deputy Chief of Staff for Operations, Headquarters TWELFTH Air Force, Bergstrom Air Force Base, Texas, and as Vice Commander and Commander, 355th Tactical Training Wing, Davis-Monthan Air Force Base, Arizona, from 26 June 1981 to 17 January 1986. During this period, Colonel Henning’s superb initiative, dynamic and decisive leadership ability, enthusiasm and outstanding management ability produced the largest flying hour training program in the Tactical Air Command. He oversaw more than 66,000 sorties utilizing 130,000 flying hours resulting in the timely training of 1,015 A-10 pilots in support of the Tactical Air Force throughout the free world. His total involvement in all aspects of the wing mission and his genuine concern for the welfare of his people ensured that the wing maintained the highest standards of performance and morale while carrying out its training mission and participating in myriad composite force and joint Army-Air Force exercises. The singularly distinctive accomplishments of Colonel Henning reflect great credit upon himself and the United States Air Force.
