The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross with Combat “V” to Captain Joseph A. Personett, United States Air Force, for heroism while participating in aerial flight as an OV-10 Forward Air Controller over Southeast Asia on 22 September 1972. On that date, Captain Personett flew his lightly armed aircraft in support of a surrounded and besieged unit of the Army of the Republic of Vietnam. Due to the non-availability of tactical air support, Captain Personett, using his own aircraft to deliver its ordnance on hostile gun positions, successfully led the re-supply and medical evacuation of the friendly forces. After expending all of his ordnance, Captain Personett continued to make repeated low passes over the hostile gun positions to draw fire away from the re-supply and medical evacuation aircraft until all aerial operations had been completed. The outstanding heroism and selfless devotion to duty displayed by Captain Personett reflect great credit upon himself and the United States Air Force.
