The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross with Combat “V” to Captain Jeffrey Samuel Feinstein, United States Air Force, for heroism while participating in aerial flight as an F-4D Weapon Systems Officer of the 13th Tactical Fighter Squadron, 388th Tactical Fighter Wing, Korat Royal Thai Air Base, Thailand, in action in Southeast Asia on 9 September 1972. On that date, Captain Feinstein led a flight of four F-4 tactical fighter aircraft on a combat air patrol mission in support of a strike force attacking the northeast railroad in North Vietnam. With complete disregard for his personal safety, Captain Feinstein disrupted an attack on the friendly force by four hostile aircraft, and later gave valuable assistance which contributed directly to the successful recovery of a downed aircrew. The outstanding heroism and selfless devotion to duty displayed by Captain Feinstein reflect great credit upon himself and the United States Air Force.

On that date, Captain Feinstein led a flight of four tactical fighter aircraft on a mission to provide protection from hostile aircraft for chaff bombers and strike aircraft on a mission near Hanoi, North Vietnam. When a flight of two hostile aircraft attempted a high altitude, supersonic attack on the chaff flight, Captain Feinstein aggressively engaged them, forced them to break off their intercept, and very nearly shot down both aircraft in a lengthy dogfight over hostile territory. The professional competence, aerial skill, and devotion to duty displayed by Captain Feinstein reflect great credit upon himself and the United States Air Force.

On that date, Captain Feinstein directed three flights of tactical strike aircraft against numerous heavily defended targets in North Vietnam. While enduring extremely heavy anti-aircraft artillery fire, he successfully directed these flights in the destruction of two large petroleum areas, ten trucks, and numerous other enemy supplies. The professional competence, aerial skill, and devotion to duty displayed by Captain Feinstein reflect great credit upon himself and the United States Air Force.

On that date, Captain Feinstein was leading a flight of four F-4 tactical fighter aircraft on a combat air patrol mission in support of a strike force over North Vietnam, when two hostile aircraft threatened to disrupt the strike force. With complete disregard for his personal safety, Captain Feinstein pursued both and probably destroyed one of the hostile aircraft, allowing the strike force to accomplish its important mission, and led his flight home safely. The outstanding heroism and selfless devotion to duty displayed by Captain Feinstein reflect great credit upon himself and the United States Air Force.

On that date, Captain Feinstein controlled six flights of strike aircraft in a heavily defended Quang Khe area of North Vietnam. In spite of nearly unworkable weather conditions and heavy anti-aircraft artillery fire from the region, he directed the destruction of one petroleum pumping station, two ferry landings, one river craft storage area, and one large river craft. The professional competence, aerial skill, and devotion to duty displayed by Captain Feinstein reflect great credit upon himself and the United States Air Force.
