The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Silver Star to Captain (Infantry) Raymond Harvey (ASN: 0-1286281), United States Army, for gallantry in action against an armed enemy while serving with Headquarters Company, 1st Battalion, 17th Infantry Regiment, 7th Infantry Division, in action near Pungsan, Korea, on 2 November 1950. On this date, while assigned as Adjutant of the 1st Battalion, Captain Harvey received information that an infantry platoon was cut off by enemy action and in danger of annihilation near Pungsan. Voluntarily and with complete disregard for his own personal safety, he proceeded to the scene of the action. Moving through heavy enemy automatic weapons fire with daring leadership and inspirational bravery, while constantly exposed to enemy observation, he succeeded in reorganizing the trapped unit and leading it in a successful attack on the enemy positions. During this action he crawled through heavy grazing fire in a daring effort to save the life of a wounded soldier. The gallantry displayed by Captain Harvey on this occasion reflects great credit upon himself and the military service.

Headquarters, 79th Infantry Division, General Orders No. 219 (October 13, 1945)The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) Raymond Harvey (ASN: 0-1286281), United States Army, for gallantry in action against the enemy while serving with the 315th Infantry Regiment, 79th Infantry Division, in action on 21 October 1944, in France. Braving murderous enfilading and cross-fire from hostile machine guns, Captain Harvey led his platoon in spirited assault against fiercely defended enemy positions. Encountering a machine gun nest, although armed only with a carbine, he fearlessly charged the emplacement, killing one and capturing four of the enemy. Then personally manning a rocket launcher and leading launcher teams forward to immobilize threatening enemy tanks, his valiant determination inspired his men to drive the enemy from its commanding hill position and achieve the objective despite overwhelming odds.

Department of the Army, General Orders No. 67 (August 2, 1951)The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Captain (Infantry) Raymond Harvey (ASN: 0-1286281), United States Army, for conspicuous gallantry and intrepidity above and beyond the call of duty while serving with Company C, 1st Battalion, 17th Infantry Regiment, 7th Infantry Division, in action against enemy aggressor forces at Taemi-Dong, Korea, on 9 March 1951. When his company was pinned down by a barrage of automatic weapons fire from numerous well-entrenched emplacements, imperiling accomplishment of its mission, Captain Harvey braved a hail of fire and exploding grenades to advance to the first enemy machinegun nest, killing its crew with grenades. Rushing to the edge of the next emplacement, he killed its crew with carbine fire. He then moved the 1st Platoon forward until it was again halted by a curtain of automatic fire from well fortified hostile positions. Disregarding the hail of fire, he personally charged and neutralized a third emplacement. Miraculously escaping death from intense crossfire, Captain Harvey continued to lead the assault. Spotting an enemy pillbox well camouflaged by logs, he moved close enough to sweep the emplacement with carbine fire and throw grenades through the openings, annihilating its five occupants. Though wounded he then turned to order the company forward, and, suffering agonizing pain, he continued to direct the reduction of the remaining hostile positions, refusing evacuation until assured that the mission would be accomplished. Captain Harvey’s valorous and intrepid actions served as an inspiration to his company, reflecting the utmost glory upon himself and upholding the heroic traditions of the military service.

Headquarters, 79th Infantry Division, General Orders No. 213 (October 3, 1945)The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Infantry) Raymond Harvey (ASN: 0-1286281), United States Army, for gallantry in action against the enemy while serving with the 315th Infantry Regiment, 79th Infantry Division, in action on 27 March 1945, in Germany. When his company suffered casualties from an enemy self-propelled gun, Captain Harvey fearlessly advanced alone into the fire of the gun despite observation by the enemy. Although wounded by the hostile fire directed on him, he courageously ran to within a few yards of the weapon and throwing grenades into the position, killed one and wounded the remainder of the crew. Then employing white phosphorus grenades, he disabled the enemy piece, completely neutralizing the strongpoint and enabling his company to accomplish its mission. The magnificent courage and gallant determination displayed by Captain Harvey reflect great credit upon himself and the armed forces of the United States.
