Raymond Raines graduated from Central High School in Barberton, Ohio, and married his high school sweetheart. The couple worked for the Salvation army in Cambridge and Mansfield, Ohio, for eight years before they were both commissioned in the Salvation Army in 1937, after completing the Salvation Army Training College in New York, New York. The following year as a Captain, Raines assumed command of the Salvation Army in Salem Ohio, and then at Mount Vernon, Ohio. He entered military service during World War II and was commissioned a U.S. Army chaplain, serving in Europe where he earned seven decorations including the Silver Star and Purple Heart. He remained on occupation duty after the war as chaplain to a military police battalion. He left active duty and continued service as a U.S. Army Reserve lieutenant colonel, and was assigned as the commander of the Shamokin, Pennsylvania, Salvation Army Citadel.
