The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Frank R. Brown (ASN: 0-2009565), United States Army, for gallantry in action while serving with the 120th Infantry Regiment, 30th Infantry Division, in action against the enemy on 21 February 1945, in Germany. Although the enemy was spraying the area with intense fire and the treacherous currents were icy, First Lieutenant Brown swam to the aid of a comrade who had fallen into the Roer River during a patrol. First Lieutenant Brown gallantly entered the river again to go to the aid of another comrade despite his being exhausted and nearly frozen himself. His gallant actions reflect great credit upon himself and the Armed Forces.
