    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Infantry) Robert F. Wall (ASN: 0-1287973), United States Army, for heroism not involving actual conflict with the enemy while serving with Company L, 3d Battalion, 222d Infantry Regiment, 42d Infantry Division, on 15 April 1945 near Neustadt, Germany. When a member of his company called for help while fording a river near Neustadt, Germany, Captain Wall returned to the stream and observed the soldier struggling in deep water. As the man was being dragged to the bottom of the river by his heavy equipment, Captain Wall dived into the water, towed him to the bank, and administered the necessary first aid. He then ordered the man to be evacuated for medical aid and resumed control of his company. Captain Wall’s heroic actions in saving the life of a member of his company exemplify the highest traditions of the armed forces of the United States.
