The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Corporal Charles R. Winder (ASN: RA-18321902), United States Army, for gallantry in action as a member of Company E, 38th Infantry Regiment, 2d Infantry Division, in action against the enemy on 9 September 1951 in the vicinity of Tally-ong, Korea. On that date Company G started out in an attack against a well-fortified enemy-held hill. Corporal Winder, squad leader of Company E, volunteered to lead a patrol and draw the enemy’s attention from Company G to enable them to make a successful attack. In the process of carrying out its mission, the patrol was surrounded by the enemy. Corporal Winder, without regard for his own safety, moved to an advanced position and fought a delaying action while his squad withdrew safely. When the enemy had encircled him, Corporal Winder skillfully outwitted the enemy and returned to the unit with the necessary knowledge to direct accurate artillery fire on the well-entrenched enemy positions. His courageous actions enabled the unit to successfully complete its mission, while inflicting numerous casualties upon the enemy. The gallantry in action demonstrated by Corporal Winder reflect great credit upon himself and the military service.
