    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain (Air Corps) Richard D. Salter (ASN: 0-407124), United States Army Air Forces, for heroism while participating in aerial flight while serving with the ELEVENTH Air Force on 16 October 1942. Lieutenant Maure was one of the officers who was in a position of responsibility and command in a flight of six B-26 airplanes that intercepted two Japanese destroyers 50 miles northeast of Kiska Harbor. They made deck-level bombing attacks in the face of strong and accurate anti-aircraft fire. Both destroyers were sunk during t he engagement. His actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army Air Forces.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Air Corps) Richard D. Salter (ASN: 0-407124), United States Army Air Forces, for gallantry in action against the enemy while serving as Pilot of a B-26 Marauder Bomber in the ELEVENTH Air Force, during aerial operations in the Territory of Alaska, on 11 September 1943. Leading a flight of airplanes in a deck-level attack against Japanese shipping, Major Salter found himself faced with unrestricted anti-aircraft fire and fighter opposition. Nevertheless, he pressed home the attack and scored direct hits on a cargo ship which was seen to break in two. His heroic example in pressing home the attack set a high standard of determination and gallantry for his squadron. Major Salter is Missing in Action from this attack. The gallant actions and dedicated devotion to duty demonstrated by Major Salter, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army Air Forces.
