    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Corps of Engineers) Hillip A. Kulbes (ASN: 0-1109434), United States Army, for gallantry in action as a member of Company D, 10th Engineer Combat Battalion, 3d Infantry Division, in action against an armed enemy in Korea. On 28 November 1950, near Hagaru-ri, Korea, when his position was threatened by a superior enemy force employing automatic weapons and hand grenades, Captain Kulbes, with total disregard for personal safety, exposed himself to enemy fire to man a 3.5 inch rocket launcher, firing at point blank range of 25 yards into the approaching enemy. This display of courage was inspiring to his men who successfully repelled the attack. Again, on 29 November 1950, Captain Kulbes, exposing himself to enemy fire, led his company with Marine reinforcements in a counter-attack which succeeded in regaining ground lost the previous night. Captain Kulbes’ heroic actions and aggressive leadership, even though wounded, was a source of inspiration to his men. The gallantry under fire displayed by Captain Kulbes on these occasions reflects great credit upon himself and the military service.
