The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Medical Corps) John Francis Harris (ASN: 0-58751), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving in positions of responsibility as Chief of the Preventive Medicine Branch, Office, Surgeon, SIXTH United States Army, Presidio of San Francisco, California, from October 1963 to July 1965. Colonel Harris assured military personnel and their dependents of the highest standards of medical care by providing the professional staff of each hospital and medical facility within the SIXTH United States Army area with professional advice, sound guidance, and invaluable assistance in the field of Preventive Medicine and in the overall improvement of patient care. Through his medical skill, integrity, and dedication to his chosen profession, he contributed in great measure to the health and welfare of a vast military population serving in a large geographical region. His objectivity, managerial excellence, and broad professional knowledge were also reflected in the distinct progress of a residency training program in Preventive Medicine conducted at the United States Army Hospital at Fort Ord. By his inspiring leadership, professional competence, and tenacity of purpose, combined with his wholehearted cooperation and desire to serve others, he significantly enhanced the medical program of the United Sates Army and earned the high regard of all associated with him. Colonel Harris’ distinguished performance of duty throughout this period represents outstanding achievement in the finest traditions of the United States Army and redefects the utmost credit upon himself, the Army Medical Service, and the military establishment.
