    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) Thomas R. Harbin, United States Army, for gallantry in action as a member of Headquarters, 3d Battalion, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 27 September 1950 near Anui, Korea. On that date, his battalion command post was subjected to a heavy barrage of mortar and artillery fire. One mortar round landed in the command post area, approximately 25 yards from his position, knocking him down and temporarily stunning him. Realizing that the round had probably caused several casualties, he forced himself to his feet and went back into the area to render assistance where needed. Although heavy fire continued to fall in the area, he refused to seek cover and began to assist the wounded, who were calling for help. He carried the wounded from a shrapnel-punctured tent to a covered position and directed aid men in the evacuation to the aid station. Under the intensive shelling, he remained exposed without thought for his safety, until all the wounded had been brought to safety and had received medical treatment. The gallantry and devotion to his wounded comrades displayed by Captain Harbin reflect the highest credit upon himself are in keeping with the fine traditions of the military service.
