    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain Herbert G. Allen (ASN: 0-1284076), United States Army, for gallantry in action as a member of Company K, 3d Battalion, 7th Infantry Regiment, 3d Infantry Division, in action against the enemy in Korea. On 16 January 1952, Captain Allen distinguished himself by outstanding gallantry while his company was engaged in an attack on enemy-held Hill 317, near Kyaphari-Sanmel, Korea. Several days prior to the attack, Captain Allen personally led a reconnaissance patrol deep into hostile territory, ascertaining the exact location of the foe’s positions and fortifications. After thoroughly briefing his company as to what to expect and what decisive action should be taken, he led the men to the tactical position they were to occupy and deployed them for the attack. Shortly after the assault began, the company came under a devastating barrage of enemy mortar, automatic weapons and small arms fire, making a further advance too costly and the present positions untenable. Ordering the company to withdraw, Captain Allen voluntarily remained with the covering force in order to direct the protective fire for the withdrawing elements. Completely disregarding his own safety, he moved about the shell-torn terrain, shouting words of encouragement to the men and urging them to increase their fire and neutralize the enemy. Inspired by Captain Allen’s great courage and leadership, the men delivered such a lethal hail of fire that the foe was effectively silenced. Noting that the company had reached safety, he then ordered the covering force to withdraw and only when he was assured that all his men had reached safety would he leave his hazardous position. Captain Allen’s outstanding gallantry and initiative reflects the highest credit upon himself and the military service.
