Leslie Ross graduated from the U.S. Military Academy at West Point, Class of 1928. Captured after the fall of the Philippine Islands in 1942, he was held as a Prisoner of War for three years and died in 1945 while still in captivity.

The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel Ross, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
