The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class Harold J. Dias, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the 168th Signal Company (MC), Fort Bragg, N.C., on 4 April 1959. While driving on North Carolina Highway No. 27, Specialist Dias observed an automobile partially submerged in the waters of Pee Dee River. He immediately stopped his car and, without hesitation or concern for his own personal safety, dived into the chilly waters and swam out to the sunken vehicle. After opening the car door and not finding the driver inside, he surfaced for air and was informed by occupants of a small boat that the driver could be seen on the right side of the automobile. Specialist Dias dived again, located and freed the driver and without assistance, carried the victim to shore where he immediately administered artificial respiration. Even though all efforts to revive the drowned man were unsuccessful, the heroic attempt made by Specialist Dias to save a human life reflects great credit upon himself and the military service.
