The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Captain (Signal Corps) Charles E. Lee, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States during World War II. By indefatigable experimentation and application of his technical knowledge, Captain Lee made possible the efficient use of VHF radio in aircraft under actual combat conditions. In spite of the difficulties encountered, the ingenious methods for shielding VHF radio from ignition noises, devised by Captain Lee, were so successful that they have been applied to all combat airplanes in the EIGHTH Air Force. The great energy, skill, and ability shown by Captain Lee in rendering this type of radio effective under combat conditions reflect the greatest credit to the armed forces of the United States and to himself.
