Department of the Air Force, Special Orders GB-120 (November 22, 1991)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Airman’s Medal to Airman First Class Scott D. Rose, United States Air Force, for heroism involving voluntary risk of life at McConnell Air Force Base, Kansas, on 26 April 1991. On that date, Airman Rose rushed to the Spicer Court section of the military housing area after it was completely demolished by a devastating tornado. With complete disregard for his own safety, and despite the hazard of gas leaks and fallen debris, Airman Rose unhesitatingly assisted in extricating a trapped girl buried under large pieces of a collapsed wall and broken glass. After rescuing the little girl, Airman Rose was struck in the face by a fallen guy wire. While being transported to a nearby hospital by fellow security policemen, they came upon a victim of a hit-and-run accident. Despite his own injuries, Airman Rose began applying first aid to the victim while fellow rescuers summoned medical assistance and directed traffic. He controlled the victim’s excessive bleeding until medical personnel arrived. The exemplary courage and heroism displayed by Airman Rose reflect great credit upon himself and the United States Air Force.
