    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Thomas E. Rutherford, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the Guard Company, Headquarters and Service Group, General Headquarters, Far East Command, on 28 October 1948 at Tokyo, Japan. While engaged in directing traffic and dispersing spectators at the scene of a fire in the Shimbashi area, Private Rutherford performed heroic action in rescuing one of his comrades. The fire spread rapidly among the closely constructed frame structures, making approach difficult. Upon learning that a soldier was still in one of the burning buildings, Private Rutherford, without regard for his personal safety, rushed into the building, located the then unconscious soldier, and carried him to safety. His brave actions reflects distinct credit on the military service and are highly commendable.
