The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Master Sergeant Thomas A. Culley, United States Army Air Forces, for heroism at the risk of life not involving conflict with an armed enemy on 8 March 1947 at Panama City, Florida. While boating with another soldier in the Gulf of Mexico, their small boat was capsized by the wake of a passing vessel, throwing Sergeant Culley and the other soldier into the water. Sergeant Culley, after reaching safety, saw the other soldier drowning and left his position of safety to rescue his companion, having to submerge to locate him. He attempted to tow his companion to some nearby pilings, but the current was too strong and both men were swept away past the pilings. He then attempted to reach the capsized boat, 150 yards away, finally succeeding despite the handicap of heavy clothing worn by himself and his companion. Not until this time did Sergeant Culley call for help. Both men were eventually picked up by a Navy rescue boat. Sergeant Culley’s courageous act, with complete disregard for his personal safety, saved the life of his fellow soldier and reflects great credit on himself and the military service.
